BACKGROUND

Orbis brings people together in the fight against avoidable blindness. Since 1996, Orbis has been collaborating with Vietnam’s ophthalmic communities to provide the highest level of expertise to support the development of eye care services and blindness prevention in Vietnam – especially in the areas of retinopathy of prematurity (ROP), pediatric and cataract services, diabetic retinopathy and in establishing an eye bank. More recently, Orbis has worked to strengthen the eye health system in the country, focusing on the quality of services and human resources. Orbis plans to address the constraints of eye care system in Vietnam through three key strategies: expanding quality pediatric eye care services in more regions across the country; strengthening human resources for eye health; and increasing the availability of eye care services for diabetic patients.

JOB SUMMARY

In collaboration with the country director, the program director oversees the program management of Orbis country activities in Vietnam. This includes managing all programmatic aspects; contributing to stewarding and developing donor relationships and partnerships with external stakeholders, such as institutional donors, governments, civil society partners and the private sector, overseeing program operations aspects of the country program, leading the program team, and liaising with home office Orbis staff.

KEY AREAS OF RESPONSIBILITY

Actively oversee and manage the implementation of program activities in Vietnam.

  • Direct the successful implementation of program and projects activities and revise design and development as needed and approved. This may include implementation and supervision of, project plans, project agreements, research projects and quality standards.
  • Monitor appropriate timely fund utilization.
  • Oversee the development of project plans and proposals for submission to donors and ensure compliance of grant commitments, restrictions, and reporting requirements.
  • Lead program technology initiatives in assessing and translating unmet needs into next-generation integrated healthcare technology tools consistent with Orbis’s mission, vision, and business objectives.
  • Oversee preparation of high quality monthly, quarterly and annual reports on program and project activities, and ensure their timely submission.
  • Support country director with strategic growth roadmap of program portfolio and contribute to advancing project design and results.

Actively contribute to strong stewardship and positive relationships with partner organizations, donors, government, private sector, the media and other NGOs to advance country program activities and results.

  • In collaboration with the country director, identify and implement partner strategy and activities to communicate current Orbis activities and pertinent changes and identify and address any concerns or potential risks in coordination with Orbis leadership.
  • As needed, interface with key partners and stakeholders to communicate about Orbis’s activities and impact and develop recommendations for adjustment or action.
  • As identified, represent Orbis or ensure representation at relevant donor and/or NGO networks and forums, international meetings and other key events in the sector.

Provide clear and consistent leadership to the program staff and foster a professional team environment with consistent standards, clear expectations, and sufficient guidance.

  • Lead regular staff and direct report meetings that promote strong lines of communication within and between the country team as well as other internal and external stakeholders.

EXPERIENCE NEEDED

  • Advanced degree in public health, Ophthalmology, or social sciences equivalent education and experience required
  • Successful program or project management experience in a leadership role, preferably in the INGO or health-care related sector in Vietnam.
  • Proven experience with program/project development/designing, implementation, monitoring and evaluation, proposal writing.
  • Proven successful leadership and management experience.
  • Excellent communication and presentation skills, with ability to articulate activities and goals to staff, senior management, key contacts, and media. English competency required.
  • The highest personal and professional integrity and ethics.
  • Capacity to undertake national and international travel at approximately 30% level.
